With reference to your letter No.31,000, of

September 12th, I am directed by Secretary Sir E. Grey

to transmit to you herewith, copy of a further letter

from the Imperial Merchant Service Guild on the subject

of the lighting of the Paracels Reef.

Subject to the concurrence of Mr. Secretary

Harcourt, Sir E. Grey would propose to inform the Guild

that the question has been fully and carefully consid-

ered and that the difficulties in the way of providing

sufficient lights to ensure the safety of navigation

have proved to be insuperable.
